The government has blamed the weather, the Jubilee, the Eurozone and world events. Some people thought it wouldn't happen but it was predicted as soon as the Tories took over. Who would have thought that putting hundreds of thousands of people out of work and threatening millions of other people would have stopped them spending money to stimulate the economy anyhow?
