Was the copper being a jobsworth would wouldn't open the gate because it wasn't a car? Or are there other factors involved in the operation of the Downing Street gates? Apparently, officers manning the gates were instructed that the main gates were only to be opened for vehicles, not pedestrians or bicycles.
