They were once used to show where electricity cables were underground. some old build houses have them on the brick work to show where the cable enters the house. I have the letters EL and a letter T above it, etched into the brick to show where the mains cable is,and that its a T-junction. When a lot of the old slum dwellings were cleared in Sheffield,before demolition they used to daub the words "EL OFF" on a property to show the electric had been disconnected.
