It's not that easy though, or an exact science, and - as with volcanoes if you get it wrong people wont listen to you when you're right. I don't know the details of this particular case but in general scientists who predict disasters have one of the most difficult jobs in the world - get it wrong one way and lives are in danger, get it wrong another way and your credibility soon goes out the window. If you can't, then you go to jail for failing to predict it with sufficient time for use to get that person out of the way ok...? That's how ludicrous this ruling is. That being said a Jail term for them is a bit harsh. They're paid to analyse data and come up with best guesses as to what may or not happen. There is currently no accurate way of predicting earthquakes so they are giving a best guess in any given scenario. Jesus, if we hauled people off to choky from the Met Office every time they forecast "a bright start to the day" and it was in fact endless drizzle we'd need a prison ship on every village pond just to accommodate them, and Micheal Fish would have had to have been hung drawn and quartered for his hurricane failure. Very bad, this is the kind of thing you'd expect from a backwards supersticious sort of country, not a modern western state.
