How to stop neighbours using my bin!!

If someone puts rubbish in it after you've taken it out to be emptied, why is that a problem?

 

My dad's problem was not about people putting stuff in his bin if his bin had room. He had a problem with the neighbours putting to much stuff inside his bin so the lid was rasied and the bin got refused to be emptied, or he would come home from work a few times in the summer this happened, and he would find his bin was not emptied because someone had put garden waste in his bin. It was the amount and what kind of rubbish that was put in the bin that was his problem.
