Shops will be empty, there'll be no petrol at the petrol station. But at least the roads will be quieter (much quieter as no one will have any petrol). It's not even possible to 'ban' lorries from 0700 - 0900 and 1600-1800. Where would the ones already in transit go? We don't have large rest areas like in France which could accommodate hundreds (thousands) of lorries pulling up at the same time all over the country.
