There's many possible determining factors.. and many random but frequent loud bangs on a frequent or daily basis would almost certainly fall within the nuisance category. As long as people are using them sensibly the quiet fireworks are not even a problem in terraced gardens. I dare say in some places for a a period of a month or more yes it is... but that said, even though I said frequent and regular, it doesn't even have to be that. You only have to look at the Ropers Vs Alton Tower Case to see that. They held 4 fireworks events a year over the 'bonfire season' on successive weekends... the Ropers successfully got an injunction against Alton Towers who had to effectively cut their shows..
