I suspect not - at least not necessarily! Without further information, as others has said, this is quite likely to be perfectly okay. Regardless of how it is wired, it is not possible to supply greater than 240Vrms to the kettle and light bulbs, so this would not explain why they have failed so regularly. It could be that there is a nearby substation fault, or more likely that they have all been cheap/dodgy/old bulbs and kettles, or perhaps an exaggeration.
