Rising sea levels. Is it as much about rain as it is melting icecaps?

Back to the original point......are the sea levels rising? or is it just that the land is sinking? and how can you tell the difference?

 

They have painted a Plimsoll line on the White Cliffs at Dover,and they measure the vertical line down to the high tide,measuring the line in both directions,and then subtract the difference.

Ice melt is a contributor to global warming. Global warming is caused by greenhouse gases. Human methane production must a contributor :)
