Speaking to a disabled person the other day it was funny to see them complain at this seasons warm weather (and the resulting lack of cold weather payments - not a single one yet, just the Xmas bonus of £10). Many elderly, disabled and those with young children could soon benefit from cold weather payments. And many of them will not be spending this money on heating because they have more pressing things to pay for. So will any injection of cold weather payments to the poorest entitled to cold weather payments allow for pent up demand to be realised and create a trade cascade through the city?
