Think about the French footballers you may have seen in the last 20 years. Are you counting these in the 27 regions and 5 overseas collectivities which French Polynesia alone has a population of over a quarter of a million people. E.g. there (which is a communal path, by the way - not an A or B road). Not as in, the city centre of the 3rd or 4th largest city in England.
