Magneteer
If it's been installed properly, it will have a stoptap fitted inside the house usually near where the pipework connects to the cold water main (sometimes under the sink) Just turn off this stoptap , open the outside one to drain it , and turn off again. We normaly leave the tap open as condensation can form in the pipe and freeze when the tap is closed.

It may have a service valve fitted-if not they are about £2 and can be fitted quite easily if you have a pipe slice.and other simple tools.
