I think the issue here is the royal family not regarding themselves as 'celebrities' so they think they should have privacy at all times. They are not 'celebrities' of course, not the usual type anyway. But, as the younger generation of royals come more into the limelight, and people are interested in silly stuff like what Kate is wearing, and buy magazines about her and William because they like her, people will continue to take photos of her to use in magazines.
