There is no law to say you have to pay your tax via the PAYE system, its just the only system there is, but if the entire working population refused to go to work unless their tax was not given directly to the government, industry being the fickle bitch it is, would quickly respond to such pressure. If they make the possession of gold illegal, then it can't be traded, unless you smuggle it out of the country and one thing that is sure to show up on any x-ray scan of baggage would be gold bullion, simply because the metal is so dense.
