There is absolutely no way that a Government, or less so an ex-Government leader, could organise such an elaborate conspiracy and get so many thousands of people to keep the secret. So ... Darth Vader is dead Sorry, I should have elaborated ... the ghostly presence of Darth Vader like what was captured on film at the end of the documentary of how the Jedi return. Now let's get back on topic and discuss this serious conspiracy thing. I'm starting to warm to Agent Orange's suggestion now, because a ghostly presence would just go through stuff, so would struggle to plant a bomb or anything.
