They don't,I think its something to do with the anniversary of kim jong un,they normally set their missiles off on these kind of dates.I think last year was on some specific date of kim jong il (which failed anyway lol) I should imagine its just internet rubbish. An incident as small as a defector attempting to flee to the south and fired on by N.K border guards could trigger off a response by the S.K Border guards. Despite two bombs being dropped on Japan people inhabit the cities without any problems. That's true for tactical first-strike weapons, but not for response (revenge) weapons. The 'physics kit' available to those who arm the warheads allows for maximum possible contamination to increase the deterrence effect. MAD becomes untenable if people think they can survive.
