Is it morally wrong to claim unemployment benefit if you have savings?

Iirc the limit is 10k

If you've had a decent job, benefits won't make your ends meet, so you're going to need that cushion to fill the gap whilst you either find a new job or realign your finances to your new circumstances

You can claim full benefit if you have £6000 in cash savings.

If over £6000 in cash savings, benefit is reduced by £1 per £250 of savings.

You can thus claim benefit with savings up to £16000 in cash.

If you own a £100 million house, you can still claim benefit.

Why should cash savings be treated differently to housing?

Why does the state penalise cash savers and encourage investment into property? Whom does this benefit? (Large land and property owners of course!)
