radspanner
the ball valve has a white pin poking out where the arm comes up to turn the water off. sometimes (but not always) you can get a pair of pliers to pull it forward, the other cause is that the washer has stuck to the bit where the water comes into the valve,(the orifice to give it its proper name). you cure this by taking the valve apart after turning the water off, freeing the washer or changing the valve. there is a large hexagonal nut on the cistern side of the valve, if you get a brass ball valve you undo this nut and do the same on the new one and just replace the front part, easy peasy. should take you no more than 10 mins. this bloke takes the lot out, but you dont really have to.... see as to how to go about it
