If the judge had taken a minute consider the high proportion of people who have been brought up in care who also end up in the criminal justice system, he would never have made such a ridiculous suggestion. The current system of a free for all, (and worse, actually PAYING people to breed) is just creating an ever-growing underclass as having children is a financial asset to those who don't work but a financial liability to those that do. Oh yes you do! - If you re-home a dog from a dog foster/care home (animal shelter) you'll probably find that it has been spayed or castrated before you get it!
