No it wouldn't. A decent web-designer would have it have it done in less than an hour. All that's needed is to change where the clock asks for the time. If I need to know the time, I look at my watch, or my phone, or the clock on the wall, or whatever. Why does it need to be there? Aren't all of the news articles dated and timed anyway?
