That is pretty much what has happened. Except it will be opted in at sign up by default and you need to choose to opt out. (The place I'm working expect 90% to make this choice, it's as easy as possible to do).

I would have though, of the following 3 groups:

 

A: watches porn.

B: indifferent.

C: doesn't watch porn, and wants it blocked by default in order to protect their children, and doesn't mind inconveniencing group A because they consider them all to be on a par with pedophiles.

 

Out of the above 3 groups, I would have thought A would out-number C. If so, why are we pandering to a small but vocal minority?

Because in this day and age, and most regrettably, the likes of Twitter and Facebook, in combination with ever-more-sensationalist massmedia craving headlines, gives such small but vocal minorities a highly disproportional political influence. I dare say Idiocracy is not that far away.

The ISPs (at least this one) appear to realise that nobody really wants this, and are making it as easy as possible to opt out. Their main concern is not to drive extra calls to the call centre asking how to turn it off as this will cost them on-going operational costs.
