You'd have to operate a maritime blockade and border patrols. The Chinese managed (for a while) to control trade with the west by requiring all trade to pass through a limited number of places. Perhaps if African trade was treated in the same way, fewer countries would be able to rip them off? - But people like Mugabe wouldn't be too happy if their private source of wealth was cut off, would they?
