The trouble with underseal is it tends to seal in the moisture like sticking something plastic over it,the amount of times I've come to weld a chassis and scraped the underseal off just to find loads of rust held together by the underseal,rust tends to come from the inside of the metal you only see the front part when you clean it off and paint it over with underseal thats why you should use something like rust converter. Bang on. Painting over rust with whatever will accelerate the rust. If it's a minor rust patch (just light skin) hammerite will do the job. Wider tin worm needs to be gone for good. The only way on this deal is hard work with a grinder and remove the lot and coat it. Lobbing underseal on a rotted sill will only make it worse. Better leaving it too rot in the free air!
