The only individual that needs identifying is "Danny" and a reporter already knows his mush. He is the landowner, he is 100% responsible. There is no counter argument and no detective work needed. Ok, so the monument cannot ever be reassembled, but he'll be given an arbitrary fine and an order to reconstruct the dyke with guidance from EH advisor's, and they will do their best to enforce that.
