His birth must have been registered for that to be possible. If his birth was not registered at all he would not have been able to gain the necessary documentation to leave the US in the first place. He needs to contact the US to find out whether he would have been on his mothers passport or his own, then the embassy will need to locate the passport he entered the UK on which will lead to the record of his birth which will be associated to that passport. You must not assume that everyone that enters this country does so through the normal channels. Whilst I reserve judgement, what he claims is perfectly possible. I've never been in trouble with the Police but a CRB check cannot be processed until I have a birth certificate, which is frustrating because it's limiting my future employment opportunities. How because I got mine 17 years ago and needed it then, even though I was in the army and got it through them. If you're going back 30-40 years then that's fair enough, but as said, the OP is only 35/36 so same age as me and I got mine as soon as eligible. He could have got his in 1993. Your experience is irrelevant. You did not always need ID to get a driving license. Guess what? You did not always need a driving license to drive a car. After extensively searching and fishing for information apparently in the city of Highland Park, MI with my name DOB was a - Delayed Registration Of Birth - which means it wasn't verified and processed and is therefore not considered as conclusive evidence of birth, no notes stating why this happened. This maybe be official and legal if I trace my mums brother whom maybe able to clarify and prove it was it me, I have an address for him in Detroit and the US Dept of State has no record of his death, however if GSM is correct then his house is a burnt out shack, so will send letters to the few other nearby homes asking for contact. The only paperwork we found at my mums home when she died was utility bills and debt collection letters. It was 1998 when I passed my driving test, but from what I remember I just sent off a photo and proof of my age for the provisional, and after passing my test I was issued with a pass certificate and a official driving license arrived in the post about a week later.
