I take it you mean kids like Baby P, the biological father should have access to the child unless there is proof that he is violent, Health Visitors usually visit the home until a child is of school age, maybe there aren't enough of them - what would you suggest? Don't forget we hear about every single case that goes wrong. Every child dying in this way is one too many, but it's still a very low number, considering the population size, and compared to Victorian times for example.
