In remarks that are likely to lead to a row with business leaders, Milburn says employers will need to pay staff more and provide more training. He argues that in an age of austerity there is little likelihood that tax credits will rise greatly in the future, and more of the burden of lifting people out of poverty must lie with higher wages.
