If you want to stay current in your field then you do need to pay some money out and if you are doing agency work it's your responsibility no-one elses. But once again, how can an unemployed person afford to 'stay current in his field' when he has no money coming in to pay for the courses? He simply slips down into a lower line of 0 hours, part time, temporory contracts work, and gets stuck in the poverty trap. There is no way back up for many people. As with many of the other things that are advertised as being available to help people improve their situation, when you try for them they don't exist. My friend has asked for help at the jobcentre and been told there is none available. Do you have any personal experience, or contact details? Someone doing agency work is constantly in and out of work, missing days etc. Same with O hours work. They can't get unemployment for a few days (benefit system just can't cope, it takes weeks to get any money) so they actually receive less than minimum wage, and need to borrow.
