I am sure they are in cars, so maybe the disk they speak of not being on display is the parking permit disk which I assume on a bike would have to be displayed in a tax disk style holder ? Could this be what is meant on your ticket ? I say this because I didn't know that parking wardens had an interest in the taxation of the vehicle, only the fact that your parked illegally.
