I seem to remember the street outside the old market was always rammed with buses, there was two tram stops within spitting distance and the bus and train station were only a short walk. Its that attitude thats holding this city back. So if they can't fill the stalls when the rent is free when would you anticipate that it will be possible to charge rents?
