You won't be able to supply 60A through a normal household socket. They'll supply a maximum of 13A. While you can get larger current sockets fitted, many homes have a maximum of 100A supply (and many more are limited to 60A) - using the welder could result in you tripping/fusing your incoming supply so you would need to get professional advice on doing this.

 

I would suggest this particular welder is a little bit overpowered for domestic use.

That figure refers to the output current from the welder, not the incoming current. Typically once struck the welders output is only a few tens of volts DC and with a current input of say 10A it can easily deliver 60A output at about 40V
