Not fully undercover......... but, I think every shop should have a uniform style glass cover. They would need to stick out more than the existing concrete ones do. They should also be 'folding' so in hot weather, they can be electronically retracted so they are pulled upwards towards the wall from which they 'hang'.

 

As for paying for them..... a mix between the council and the shops.

Why should the taxpayer pay for it? The Moor belongs (on a 125 yr lease) to Deutsche Bank, not the Council.

 

Deutsche have had plans for The Moor for ages, but the Council keeps getting in the way because it's protecting its NRQ scheme next door. I wouldn't expect anything much in the near future unless they manage to put the market community back together. :(
