Some good news on migration

The number of applications for visas have dropped and the oforeigners here in the UK are returning home http://www.bbc.co.uk/news/magazine-25401024

What is the general visa category? I've never heard of it, unless they mean Tier 1 General, which was not what you might call an Australian route anyway, not like the abolished Working Holiday Maker route was.
