It doesn't say homes will be flooded, historic railway routes would be washed away and there would be lots of political infighting on who is to blame for not doing enough to prevent the situation. The EA puts up a pot of money. Other agencies were required to top it up to get the job started. The extra money never materialised. So nothing was done.
