Olive
I'll have a go, this isn't based on dictionary definition, just how I see the words being used in general. I reckon an apartment is any kind of "living quarter" within a larger building. Like the Queen has an apartment in Buck Palace on one end of the scale, but could be any portion of a building that is a living unit. A flat is an apartment which is all on one floor. So all flats are apartments, but an apartment is not necessarily a flat.
francypants
A maisonette is a flat/apartment which has it's own separate entrance.
Jeffrey Shaw
Another problem with the word 'apartment'. It looks like it could mean either: a. "a part" of a larger building; or b. something "apart" from nearby buildings (= detached). So avoid the word.
manmohanbkd
A flat is usually a room or a number of rooms in a building that are occupied by the same dweller. An apartment is a self-contained shelter unit that occupies only part of a building. Apartments may be owned by an owner-dweller or rented by tenants.
