Lowering VAT worked because buying was cheaper and people could be tempted to buy slightly more. Lower tax and people just sit on nthe money rather than spending it and if anything would be spent on a foreign holiday rather than spent in the UK. After all that's just extra money in their pockets for them to sit on..maybe you should ask the tories to rescind the latest rise in the minimum wage..after all it's not going to help anyone?
