where does it say anything about being rich or wealthy? It says that them that can pay,a loan could quite easily be the means.

if you suffer enough daily distress and given the option of paying or spending years on queues what you going to do?

Whilst on the subject of talking drivel, a UKIP councillor has suggested that benefit claimants should be banned from driving cars and forced to use public transport to ease congestion.
