Half the reason everything takes so long is because so much time is taken trying to weed out the liars and cheats who are trying to game the system and get a free property to illegally sub-let out. You can buy it after 5 years and then do what you want......... There is nothing to stop you letting a right-to-buy purchase from day one, other than the terms of your mortgage provider.
