What is the difference?, You're homeless living in temporary accommodation = Homeless!... You sleep on the street You're NOT homeless You're a rough sleeper.

How many homeless do you have ?? Not many... Because we now call them rough sleepers they don't count! This country is getting worse!!!

Rough sleepers are always homeless, but most people who are technically 'homeless' aren't rough sleepers. People who have been assessed as homeless may be in temporary accommodation; b&b; with friends or family.

Looking at the vacant properties advertised as First Come First Served (quite a number with two or three bedrooms) it would suggest that we haven't got many families with children in desperate need of homes in Sheffield at the moment. There is a distinct lack of smaller properties for younger single people and couples, but unless they are classed as vulnerable, they don't get homeless priority for social housing.

Tesco back down and remove their spikes, even though they claim they weren't to deter the homeless:

It seems PR is more important than their customer's perception of safety:

Tesco said yesterday that it would remove the spikes. "Customers told us they were intimidated by antisocial behaviour outside our Regent Street store and we put studs in place to try to stop it," a spokesman said. "These studs have caused concern for some, who have interpreted them as an anti-homeless measure, so we have decided to remove them to address this concern. We will find a different solution and hope this clears up any confusion."

To be honest, if I owned a property that was at risk of homeless people sheltering on, beside or under the premises, I would put something in place to deter them, no question! They have no right to be on private property, whether they are looking for a place to sleep or whatever.
