There are many ways to complain, but Councils have legislation to follow with regard to dealing with complaints aabout Children's Social Services. If you are taking it seriously, you could write, in the first instance, to The Head of Childrens' Services, Sheffield City Council, S1 2HH. Keep a copy and send it by recorded delivery.
