The car came later, populated roads not wide enough to accommodate them and overwhelmed cyclists. I think that cyclists should be part of the 'road tax' system, along with horse riders. As for cats and frogs well yes technically but I doubt you will be able to ectract money from them. However on a serious note yes Horse road users (ie people who ride horses or carts etc) as with bikes should pay road tax. Why not? Link to comment Share on other sites More sharing options...
