Many jobs don't require anything beyond basic literacy and numeracy, which most eleven years have got. I don't see how better education will alter that though. Why would they need to compete for the best jobs and university places when a fifth of UK jobs only require the educational level of an 11-year-old. Kids are doing school, (gcses, then a levels) then uni. They aren't doing the a-level equivalent vocational qualifications or we wouldn't be awash with polish plumbers, sparkies a mechanics. I'm guessing this is the mythical "skills gap" the cbi bangs on about.
