They'll pay tax and business rates, the product will be of a known strength and not contaminated with anything. What it will do is get rid of street dealers only to replace them by corporates, celebs and others who want to cash in on it. The one good thing is that it allows the individual to grow a set number of plants themselves. BTW it is hard to contaminate cannabis with anything.
