Well, a dash camera would record at the correct dimensions (wide and correctly boxed) while this is clearly phone footage as its someone holding their phone like they were taking a photo.

 

But the sucker mount and the lack of movement are both pointers to the camera (phone) being held in a cradle, and not in the hand....

The picture is far too stable for it to have been handheld. Even Mercalli would not make it that stable. Definitely mounted and not handheld.

They sound sensible calling that poor bloke/woman an idiot!

 

I've just watched that video and I can't really see how anyone could come to a different conclusion.

Going out in a moped in those conditions? Foolish. And without any experience in those conditions. Stupid. (I'm guessing that "L" plate wasn't just for decoration.)

 

Whoever it was, they were a danger to themselves and other road users.

Big variation across the area. In Woodseats near the top of Abbey Lane where I live the snow depth is about 5-6 inches. Was up at the top end of Norton earlier and it is about a foot deep in places, and starting to drift a bit in the park too.

 

My partner measured 8 inches in our garden at Bradway this afternoon :-/
