Put simply they have not made up their minds or reached a conclusion. If you believe in God you're a theist. If, for whatever reason, you are not a theist then you are an atheist. There are only two positions. If you lack belief in God you're an atheist. If you believe there is no God you're an atheist. If you haven't decided what you believe you're an atheist for the simple reason you haven't decided that you do believe. It really couldn't be more simple. In case you're still having trouble answer this question. Do you believe in God? If you answered yes you're a theist. Some people have faith and do not need proof. Some people believe the universe provides proof. Some people believe in creation, some people do not, some people are undecided. Some people Believe in evolution, some people Do Not Believe, some people are Undecided. What I Believe, Do Not Believe, or am Undecided about is a private matter. If someone is without belief it could be down to several things. -It could be that they believe there is no God/are no gods (which is what you seem to think absence of belief exclusively is) -It could be that they've simply remained without belief since birth and are yet to be convinced about any of the gods, but are open minded on the matter -it could be that they've given it thought but still haven't decided whether to believe. -etc. A belief is a conviction, not an indecisive position.
