The proxy war going on in the middle east is simply not generating enough expense or excuses for legislation nor reasons for shortages and for both price and tax hikes. . . There were many in Russia, military and civilian who like Putin saw Gorbachev's glasnost and break up of the USSR as a betrayal of major proportions.
