Bizarre van creeping around S2

Has anyone else seen this bizarre vehicle? I've seen it a few times on City Road now and it makes me wonder. It's a white transit van with the back and side windows blacked out completely. On each side of the van are the following words:

 

WHO'S THE DADDY?

 

Now this strikes me as very suspicious indeed. Is it offering a service? I asked my friend and he's sure it is a bad drug dealer or worse. But this makes me wonder why they are allowed a van! Any ideas or has no one else seen this van?

I find that most drug dealers tend to have a price list on the side and attrect customers with music and flashing lights not dissimilar to an icecream man and such like.
