It's based on the merdian line where the mean time is noon when the sun is due south of Greenwich. It would be like saying move the equator or north pole. Light in mid winter at 0700 when on GMT? when was the last time you got up in mid winter at 7AM? Although farming may have been a massive influence in the past on time changes, the main reason is to prevent school kids going to school in the dark hence why we go back to GMT. Errr, Mon - Fri all the way through. The argument about school children is not a good one.
