If people on benefits choose not to vote they make themselves easy targets for political parties though. Or dealing with low wages, issues with which are made worse by the explosion of zero hours contracts. Housing benefits and pensions use up nearly 60% of welfare spending. Tax credits account for nearly 70% of HMRC spend. Tax credits and housing benefits supplement wages, propping up businesses and private landlords. Pensioners prop up the Tory vote. All these things are no-go for the Tories. They prefer to punish people down on their luck, the sick, the disabled. The Tories are an utterly despicable party. Absolutely heartless and inhuman scum. No I wrote the story as it was near enough written. If I wanted to be unfair I wouldn't have mentioned Conservatives had said that it wasn't policy. Still as proposals they are worrying. I think there may be a good case in favour of limiting DLA to people who are lower paid, than letting millionaires claim it as well. It's quite clear these are think tank style considerations; the Tories have ones about promoting capitalism in the same way Labour no doubt has think tanks dreaming up socialist ideas. From the BBC, to further explain the issues you highlighted: Regional Benefit Caps - The £23,000 limit would vary in different parts of the country, with for instance Londoners receiving the top amount due to the higher cost of living. Possible saving - not known and dependent on where levels were set Disability benefits - Disability Living Allowance, Personal Independence Payments and Attendance Allowance (for over 65s who have personal care needs) would no longer be paid tax free. Possible saving - £1.5bn per annum (based on IFS Green Budget calculation ) Carer's Allowance - this could be restricted to those eligible for Universal Credit. Leaked documents suggest about 40% of claimants would lose out. DWP predicted saving - £1bn Are regional benefit caps a bad idea? Should carers be paid regardless of their income? Tax is already paid on a whole host of benefits, so why should some be exempt and not others? - These are the sort of considerations being put forward. None are policy.
