It's certainly not normal for those who can't be vaccinated to have any form of immunity, they are not given massive transfers of human plasma with the antibody present. It's a known effect were the immunised will pass on some sort of immunity to the unvaccinated especially where the vaccine contains live virus. You don't get in utero passive immunity to Polio for example. It can also be done artificially Artificially acquired passive immunity is a short-term immunization achieved by the transfer of antibodies, which can be administered in several forms; as human or animal blood plasma or serum But generally isn't. Those who are not vaccinated for medical reasons are NOT immune and the larger the unvaccinated population the greater the risk to them (also to those who are immuno compromised for some reason).
